The success of an automation project is closely linked to the actual response that the system or the implemented processes are able to provide in meeting the Customer's real needs. At GESINF, we are proud to say that every project has always been approached from this perspective, and this is perhaps one of the main reasons behind the success of the many initiatives we have undertaken.
What follows is a brief overview of some of the major projects undertaken by GESINF in recent years—projects that have often represented groundbreaking innovations in their respective sectors, paved the way for new management methodologies, or served as benchmarks for future developments. However, the list of success stories related to automation and its associated services would be far more extensive, encompassing large, medium, and small-scale initiatives, all approached with the same philosophy: providing the utmost care in delivering a genuine solution.

INAF

National Institute for Astrophysics

Among the first DPR97/2003 departmental systems for managing a unified accounting system distributed across the entire national territory.

The first real-time unified accounting management system developed for an institution governed by DPR 97/2003, leveraging the departmental capabilities of TEAM Government. Implemented in accordance with the Institute's new administrative and accounting regulations, inspired by DPR 97/2003, the automation covered the central administration, 12 astronomical observatories, and 3 research institutes located throughout Italy, involving a total of approximately 100 administrative users connected to the unified accounting system. It still represents one of the key benchmarks for the adoption of distributed systems capable of updating a single accounting system in real time, while allowing each department to retain full operational autonomy within its own area of responsibility.


CRA

Council for Agricultural Research and Experimentation

One of the largest systems based on TEAM Government, in terms of both the number of users and the extent of the departmental network.

27 research institutes with more than 40 sections distributed throughout the country, approximately 140 administrative users connected online, 24 second-level responsibility centres, 27 third-level centres, and 65 fourth-level centres; over 1,300 projects distributed across 2 levels. These are the figures behind one of the most extensive departmental unified accounting management systems based on TEAM Government, which manages the integrated financial, economic, and analytical system for approximately 100,000 commitments per year. Since 2007, the system for managing VAT multi-activity has also been operational, supporting the tax treatment of the various ordinary and special VAT regimes to which the institution is subject.


ASI

Italian Space Agency

TEAM Government in a LAN configuration integrated with an advanced mission management system.

A four-month pilot project led, in 2006, to the adoption by the Italian Space Agency of TEAM Government, considered the appropriate solution to ensure the efficient management of the institution’s financial and economic-analytical accounting in accordance with DPR 97/2003. In 2007, the system was integrated with an advanced module for managing staff missions, based on an authorization workflow that follows the entire process from the initial request through to its final settlement in the payroll.


Ministry of Economic Development

Development Policies Department (formerly MEF)

The first unified platform for financial, economic, and analytical management within the framework of government accounting. An innovative project that places the DPS at the forefront of the ministerial sector.

The ambitious objective of the DPS, the first within the Ministry of Economy and Finance, was to define an accounting model capable of integrating financial, economic, and analytical accounting, significantly improving the efficiency of operational processes, supporting the administration in the ordinary management of administrative activities, and providing both summary and detailed information derived from management activities and useful for decision-making, control, statistical analysis, and reporting purposes.

Alongside the specialist consulting services required to define this model, the project also called for the implementation of an information system capable of supporting all these activities, interfaced with the General State Accounting Department’s accounting system (SICOGE) and with the Management Control system.

GESINF took on this challenge by providing high-level services, which led to the definition of an efficient management model and to the implementation of TEAM 3D, a version of the TEAM platform specifically designed to meet the different requirements of the central government administration bodies.

The system and the approach methodology adopted by GESINF represent a true innovation within these administrations, generating strong interest across the entire public administration sector.


INGV

National Institute of Geophysics and Volcanology

The network of institutes within the departmental unified accounting system.

Legislative Decree No. 381 of 29/09/99 established the National Institute of Geophysics and Volcanology, making it one of the largest research institutions in Europe. The Institute consists of nine sections and one national centre located across seven main research sites, which have been operating with TEAM Government since 2007 within the framework of a distributed unified accounting system, under accounting regulations inspired by DPR 97/2003.


CONI and CONI Services S.p.A.

Italian National Olympic Committee

The TEAM Government platform for CONI’s public accounting requirements and the TEAM Corporate system for the needs of the large company created through the privatization of the institution’s activities.

Starting as early as 2000, the new financial administration and accounting system for the Central Accounting Office and Budget Office of CONI was put into operation, covering approximately 40 operational sites. This represented the latest in a long series of important GESINF projects developed for various administrative areas of the institution, including the software used by the territorial organization (over 100 regional and provincial committees) and by the Totocalcio areas.

In 2003, with the establishment of CONI Servizi S.p.A. as the operational arm of CONI, GESINF was commissioned to develop the private-sector economic and asset management system. After an initial transition phase, at the end of which the TEAM Government platform demonstrated its high efficiency by enabling the new company to prepare its statutory financial statements, the new TEAM Corporate application was released in 2004, specifically designed for this purpose, in a mixed LAN/web environment.

Since then, TEAM Corporate has become the main backbone of all the company’s administrative processes, with numerous additional features and extensions towards third-party applications. The current administrative network of CONI Servizi includes approximately 100 users at the central headquarters alone.


ISPESL

Higher Institute for Social Security and Occupational Safety

The transformation process from a State body into a Public Institution subject to DPR 97/2003, effectively supported by TEAM Government.

Since the 1990s, GESINF had been providing ISPESL with systems for managing its administrative activities, the results of which were used for internal control and planning purposes and for comparison with the official accounting records maintained by the General State Accounting Department.

During the process of transforming the Institute into a public institution, which took place in 2004, TEAM Government in its DPR 97/2003 version enabled ISPESL, in a very short time, to achieve autonomous management of its own budget, as well as the immediate adoption of a financial and analytical accounting system capable of meeting the requirements arising from the new organizational structure.


ENPAF

National Welfare and Assistance Authority for Pharmacists

Management Systems, Administration and Outsourcing Services. Management of special funds and web services for members.

In 2000, a broad collaboration between the company and the pension institution began, involving the supply of the administration and accounting system, which is still in use following the privatization of the institution, the fully outsourced management of the special fund 0.15, and the development and management of the institution’s information portal, connected to the contribution and benefit management systems to allow members online access for consultation purposes.

Numerous functional modules complete an integrated system that has enabled the institution to successfully navigate the delicate privatization phase without uncertainties, while safeguarding existing investments and established know-how.


SPORTASS

Pension and Insurance Fund for Professional Athletes

Management Systems – Administration and Outsourcing Services.

A long-standing client of GESINF, SPORTASS has benefited over the years from the supply of software and from development, maintenance, and support services for administrative and accounting management, within the framework of outsourcing contracts providing numerous services across the various institutional areas.

Among the applications used was the TEAM Government accounting system, managed remotely via the web with hosting provided at the GESINF server farm.


INAPP

National Institute for the Analysis of Public Policies

The integrated system and adaptation to the new regulations.

In 2004, ISFOL launched an extensive process to reorganize its administrative and accounting procedures, which involved the definition of a new management model based on the principles of financial, economic-asset, and analytical accounting, inspired by DPR 97/2003.

The study of the new model, together with the drafting of the accounting regulations and related procedure manuals, was followed by the implementation phase of the supporting information system. Within this context, TEAM Government demonstrated great versatility and efficiency, consistently meeting the evolving requirements of an accounting model under development.

At present, both the new processes and the TEAM platform are fully operational, ensuring compliance with all the requirements arising from the new administrative structure adopted by the institution.

In 2011, the system was extended to include management control and project management modules.

As of 1 December 2016, ISFOL adopted its new name, INAPP – National Institute for the Analysis of Public Policies.


FIGC

Italian Football Federation

The first real-time integrated economic and asset management system for managing statutory and tax accounting within financial flows.

The FIGC management system, designed and developed in 1998, represents the precursor of the integrated financial and economic-asset management platform and was the first application, across the entire Italian landscape, to successfully address and resolve the issue of real-time statutory financial reporting without altering the financial and administrative flows.

Based on the IBM AS/400 system, and later replaced with other technologies, the software enabled the institution to maintain a dual accounting system in full compliance with both financial regulations and the applicable statutory and tax legislation, thanks to the exclusive methodology developed by GESINF, which subsequently led to the design of the TEAM platform.


FSN

National Sports Federations

Supply of the administration and accounting system to more than 30 Federations, interface systems with external procedures, and additional management modules.

In recent years, GESINF has undertaken numerous large-scale projects for National Sports Federations, which represent one of the company’s most important user sectors.

The services initially involved the supply of the system to implement the new administration and accounting regulations of the National Sports Federations, issued by CONI in 1997 and based on DPR 696/79, for 32 National Sports Federations and their local organizations.

In 2003, the system evolved into TEAM Gov, a combined financial and economic-analytical system, and subsequently, during the 2005/2006 period, into the TEAM FSN platform (a version of TEAM NP), an ERP solution specifically designed for the administration of privatized National Sports Federations and, more generally, for the non-profit sector.
