The provision of consulting services to Public Entities is one of the company's main activities. Since its foundation, GESINF has complemented its software development areas with a large number of collaborators and professionals experienced in accounting and administrative matters relating to public entities, many of whom are leading figures in the sector.
This background has led to the development of a specific approach methodology towards automation issues, based on the preliminary analysis of requirements and the subsequent support provided to the internal organization as the determining aspects of the service offered.
Among the advantages of this approach is the constant attention paid to the timely updating of management software in relation to regulatory developments, especially in tax and social security matters, and to the adoption of general guidelines concerning public administration, which often anticipate the requests of users themselves.

Especially within the context of integrated ERP solution deliveries, the most frequently requested services include:

  1. Support for the definition of a management model, capable of integrating financial, economic/asset, and analytical accounting, which translates for the Client into improved efficiency of operational processes, by revising administrative-accounting procedures in order to organize them into an integrated and simplified accounting model. This model, formalized and implemented within the organization, will constitute the basis for the subsequent operational implementation phase.
  2. The study of administrative-accounting procedures, consistent with the accounting model described in the previous point, allowing the introduction of a standardized and efficient methodology in ordinary administrative management, aligned with and explicitly referring to the operational tools made available to administration users.
  3. The verification of software compliance with expected results and the definition of the portfolio of interventions on the IT system, in order to ensure that, once fully operational, it supports the operational aspects of the accounting model and procedures, for those areas where the activation of IT support is planned.
  4. The targeted training on administrative-accounting procedures, provided to the staff of the organizational areas involved in administrative processes.
  5. The support to administrative staff for the introduction of the new model, both during the initial phase and during full operation, both in terms of IT users and, more generally, regarding administrative, accounting, tax, and social security issues.
  6. The specialist support, related to the first three previous points, initially includes the preliminary activity of assisting the entity's managers and the consultants appointed by the entity during the accounting system implementation phase, in relation to regulatory changes, regulations, and any reorganization of internal procedural flows. This is the service that involves participation in the meetings of the coordination group generally appointed by the entity. This activity involves highly qualified GESINF technical-accounting professionals and aims to inform the entity about the system's potential in terms of structure and functionality, as well as workflow customization, in order to achieve the best medium- and long-term results according to the entity's expectations. This activity enables the transfer of know-how from GESINF designers, gained through experience in similar organizations and circumstances, to any personnel appointed by the entity for the redesign of internal processes. The service is essential for jointly identifying the organization of the entity's operational offices, where they are divided into sectors or administrative offices responsible for specific tasks (e.g., budget office, contracts office, payments office, etc.) that impact system configuration and the different specific training requirements.

Furthermore, for large-scale projects, which may involve hundreds of users on distributed systems, GESINF is able to provide a unique service for monitoring and coordinating application-related activities and supporting system issues. This service may include the following activities:

  • Monitoring, Cataloguing, and Planning of the necessary system interventions, for adjustments or implementations requested by users or recommended by new or different circumstances.
  • Monitoring activities of application usage levels and common user issues (performance, requests for tools or utilities to improve software usability):
  • Reception and cataloguing, through formalized methodologies, of any reported issues, in order to determine their actual existence, severity, and priority, for subsequent assignment to the GESINF second-level support department, following the joint definition of a time-based intervention plan.
  • Monitoring of software implementation activities, preparation of informational/dissemination material regarding them, and communication to interested parties via e-mail.
  • Verification of user-reported issues related to hardware/system problems, for subsequent forwarding to the relevant parties (hardware suppliers, system service companies, etc.). This verification requires access to system administration functions, analysis of the specific problem, and determination of its nature.
  • Participation in joint technical meetings with the client and any third parties involved in the project.
  • Creation of IT tools and paper-based models required for the efficient delivery of the proposed services, with particular reference to web-based applications available to users (through, for example, the same RDP connections used for applications) for submitting reports and potentially providing informational material.
  • Preparation, through innovative IT tools, of scripts for automatic tests to perform performance and functionality checks on the tools commonly used by users. These semi-automatic tests can allow occasional verification of application response times, based on the real database or on a parallel test database updated on the same server.
