GESINF’s commitment to the automation of public accounting systems began in 1984, with the development of the first financial accounting software for institutions governed by Law 70/75, complemented by accounting and tax consulting services for public entities. From that moment onwards, the supply of services and solutions in this sector became increasingly predominant compared with the company’s other activities, until it became virtually exclusive at the beginning of the 1990s, the year in which the first version of the CPS application was released on the PC platform.
In 1994, the experience gained over the years converged into the CPS696 application, around which management modules were developed for asset management, document protocols, staff missions, and numerous other non-accounting functions. In 1997, a software variant named CPS FSN was released to all National Sports Federations, based on contracts signed with C.O.N.I.
The entry into force of Legislative Decree 279/97 and Law 94/97, together with the contract for the complete redevelopment of the administrative system of the Italian Football Federation, led GESINF to create a logical and conceptual infrastructure capable of supporting a complex analytical accounting system, based on parallel and interdependent charts of accounts, together with the automatic generation of statutory financial statements using double-entry accounting.
This infrastructure enabled, in 1998, the implementation of the first integrated analytical system for the first user institution, on IBM AS/400, making FIGC one of the first organizations in Italy capable of preparing both public-sector and statutory financial statements simultaneously, without duplication of information or redundancy in internal structures.
Following this success, in 1999 the EPTEAM application was released, a financial-economic asset accounting system, together with CPSTEAM (version 1), the new financial accounting application compliant with DPR 696/79. The two applications were unified through a common database, called UN.I.C, which, starting in 2001, became the foundation of the TEAM project, entirely based on Client/Server technology.
TEAM therefore became the unified ERP platform for subsequent developments. Since then, dozens of public administrations have used TEAM, in its various available versions, as the main tool for public accounting, economic-asset accounting, analytical accounting, tax management, and management control.
In 2003, the integration method and the structural capabilities of TEAM’s analytical accounting proved so effective that they enabled the start-up of the newly established CONI Servizi S.p.A., created following the privatization of CONI, in just four weeks.
A separate mention should be made of the development of CPS Lite, whose commercial launch began in 1998: a user-friendly and cost-effective financial accounting package aimed at small and medium-sized administrations, unique of its kind on the market. Within only three years, more than 300 installations had been completed throughout Italy.
With the entry into force of DPR 97/2003, all GESINF applications, TEAM and CPS Lite, were immediately made available for the management of the new regulatory framework.
